In addition to reporting noise violations to the South Street Mini-Station, it may be necessary to begin to work with another agency, if after repeatedly reporting the incident to police and after repeated citations, the problem is not rectified.

Ongoing Neighbor Noise Disturbances:

For repeated problems with a neighbor, it may be necessary to summon the services of a Community Relations Officer. The officer for Queen Village is Ace Delgado and he will hold a meeting between parties in dispute, aiming to correct noise and other problems. He can be reached by calling:

For problems that extend beyond noise that involve more than one neighbor, or a group, the following office may be helpful in dealing with the issue:

Ongoing Disturbances: Bars, Clubs, Business with Liquor Licenses

There are dozens of stipulated code violations. You can look at a copy of the Bureau of Liquor Control Enforcement’s “Guide to Pennsylvania Liquor Laws” at the QVNA office. According to strict regulation, a passerby or neighbor should not be able to hear music outside an establishment’s walls. Some key code violations for noise are: "Permitting amplified music to be heard outside the premises": Title 40, Section 5.32 (a) and "Operating in a noisy and/or disorderly manner" Title 47, Section 471.

To report offenses with loud music or patron noise, under-age drinking, call:

For Complaints be sure to state:
Your Name, Phone Number (if you want a return phone call), Name of liquor establishment, Address of establishment, the alleged violation, time and day of week violation occurred.

Liquor Control Enforcement (LCE) is equipped to take noise readings, and even send agents undercover into the establishment. For repeated disturbances keep a log, and organize your neighbors. The more calls, the more likely you are to get action.

Ongoing Disturbances: Other Businesses, Restaurants, “Industrial Noise” etc.

For noise involving other kinds of businesses, for noise issues from faulty and noisy air conditioning and heating units (HVAC), noisy kitchen staff, etc. the City’s Air Management Division of Health Department would be appropriate to call:

Ongoing Construction Noise, Before and After Hours

Licensed construction on either commercial or residential property should not occur before 7 am or after 7 pm. Violations in Queen Village should be reported to:
