Queen Village Neighborhood Conservation District (NCD)

Background:

The QVNA Neighborhood Conservation District Committee formed almost two years ago to address serious development issues in Queen Village (as one example, “teardowns,” often of historic buildings, were happening far too often). In the past, the QVNA Board had discussed the possibility of becoming a Historic District, a costly and cumbersome process. An idea then emerged to create a less restrictive set of regulations that would be more “user friendly,” but that would nonetheless help QVNA fulfill its mission of preserving and protecting the historic nature of the community.

With Councilman DiCicco’s help, the concept of a Neighborhood Conservation District was born, and Queen Village, as the oldest neighborhood, was to be the first such district. The idea for a Neighborhood Conservation District was presented to the community at the September 2004 General Meeting and was favorably received. The NCD committee, headed by QVNA board members Rick Cole and Mike Hauptman, then got to work and at the January 2006 General Meeting, they gave a preliminary report with a slide presentation that outlined development issues. They also proposed guidelines. These guidelines were then sent to the Planning Commission and became the basis for the Commission’s draft regulations. At the November 30 meeting, Marty Gregorski of the City Planning Commission and Councilman DiCicco stated that the regulations are open to community input and revision. The Councilman said that he will only support the regulations if a majority of Queen Village residents are in favor, and there is no time table for his submission to City Council. The Planning Commission will again meet with the community at QVNA’s General Meeting on January 18, 2007, to further review the NCD regulations.
